Lagos Launches Africa’s First Flood Insurance Policy for 4 Million Residents

Lagos unveils Sub-Saharan Africa’s first parametric flood insurance policy, offering rapid payouts to protect over 4 million residents.

The African Reinsurance Corporation (Africa Re), in collaboration with insurers, development partners, and the Lagos State Government, has unveiled the Lagos Flood Risk Insurance Policy—Sub-Saharan Africa’s first parametric flood insurance solution.

The initiative was co-convened by the Lagos State Government’s Office of Sustainable Development Goals, the United Nations Development Programme, the German Federal Ministry for Economic Cooperation and Development, and the Insurance Development Forum.

Launched on April 29, 2026, in Lagos, the programme introduces a parametric insurance model designed to trigger immediate payouts once flood conditions reach predefined thresholds.

Unlike traditional insurance systems that require lengthy claim verification processes, this model enables rapid financial support—allowing affected households and businesses to begin recovery almost immediately.

The policy is expected to protect an estimated four million vulnerable residents across Lagos State, where seasonal flooding continues to disrupt livelihoods and infrastructure.

Working with technical partners under the Insurance Development Forum, Africa Re translated climate data into a functional insurance mechanism capable of triggering fast payouts at scale.
